An emerging issue is a new concern affecting our community (e.g., legislation, criminal activity, or emerging substance).

Emerging substances can include newly developed synthetic drugs, a new way to abuse an old drug, or an old drug that regains popularity.

Teens are often using the latest drug before parents, school officials and law enforcement authorities even know they exist.
